The Equity in Early On report provides statewide and local service area data for children with an Individualized Family Service Plan. The report includes eight of the Individuals with Disabilities Education Act Part C State Performance Plan/Annual Performance Report indicators, along with sub-indicators, disaggregated by race and ethnicity compared to the general population.
Early On® is Michigan’s early intervention system for implementing Part C of the IDEA, helping infants and toddlers from birth to 3 years of age with developmental delays or conditions that could lead to such a delay. Early On supports and partners with families to promote the development of their infants and toddlers in growth across all developmental domains. Early On is housed in the Michigan Department of Lifelong Education, Advancement, and Potential.

MiLEAP provides the data used in this report. Data are collected from Early On local service areas as part of required federal reporting. Additional data regarding the general population are obtained from the Michigan Department of Health and Human Services.
Data are reported for the following SPP/APR indicators for children with an IFSP:
Indicator 1: Timely Start of Services
- Indicator 1 is a measure of the percentage/count of children with an IFSP having all services initiated within thirty calendar days of when the child’s parent provides consent for the services, or any delay is due to a family-related reason. The expectation is that this thirty-calendar-day timeline be met for all children.
Indicator 2: Services in Natural Environments
- Indicator 2 is a measure of the percentage/count of children with an IFSP receiving at least 50% of their service in an environment that is natural for children their age. This environment may be the child’s home, childcare setting, or an inclusive community setting. The state target for this indicator is adjusted annually.
Indicator 3A1: Social-Emotional Increase
- Indicator 3A1 is a measure of the percentage/count of children with IFSPs with substantially improved positive social-emotional skills between entry and exit from Early On. The state target for this indicator is adjusted annually.
Indicator 3A2: Social-Emotional Age Expectations
- Indicator 3A2 is a measure of the percentage/count of children with IFSPs functioning within age expectations related to positive social-emotional skills by the time they exit from Early On. The state target for this indicator is adjusted annually.
Indicator 3B1: Knowledge/Skills Increase
- Indicator 3B1 is a measure of the percentage/count of children with IFSPs with substantially improved acquisition and use of knowledge and skills between entry and exit from Early On. The state target for this indicator is adjusted annually.
Indicator 3B2: Knowledge/Skills Age Expectations
- Indicator 3B2 is a measure of the percentage/count of children with IFSPs functioning within age expectations related to acquisition and use of knowledge and skills by the time they exit from Early On. The state target for this indicator is adjusted annually.
Indicator 3C1: Meets Needs Increase
- Indicator 3C1 is a measure of the percentage/count of children with IFSPs with substantially improved use of appropriate behaviors to meet their needs between entry and exit from Early On. The state target for this indicator is adjusted annually.
Indicator 3C2: Meets Needs Age Expectations
- Indicator 3C2 is a measure of the percentage/count of children with IFSPs functioning within age expectations related to using appropriate behaviors to meet their needs by the time they exit from Early On. The state target for this indicator is adjusted annually.
Indicator 4A: Family Knows Rights
- Indicator 4A measures the percentage/count of families of children with an IFSP reporting that early intervention services have helped the family know their rights. The state target for this indicator is adjusted annually.
Indicator 4B: Family Communicates Needs
- Indicator 4B measures the percentage/count of families of children with an IFSP reporting that early intervention services have helped the family effectively communicate their children’s needs. The state target for this indicator is adjusted annually.
Indicator 4C: Family Helps Child Develop
- Indicator 4C measures the percentage/count of families of children with an IFSP reporting that early intervention services have helped the family support their child’s development and learning. The state target for this indicator is adjusted annually.
Indicator 5: Birth-1 Percent Served
- Indicator 5 measures the percentage/count of infants, birth to 1, who have IFSPs. The state target for this indicator is adjusted annually.
Indicator 6: Birth-3 Percent Served
- Indicator 6 measures the percentage/count of infants and toddlers, birth to 3, who have IFSPs. The state target for this indicator is adjusted annually.
Indicator 7: Timely Initial IFSP
- Indicator 7 measures the percentage/count of children with an IFSP for whom an initial evaluation, initial assessment and an initial IFSP meeting were conducted within forty-five days of referral to Early On, or any delay is due to a family-related reason. The expectation is that this forty-five-calendar-day timeline be met for all children.
Indicator 8A: Timely Transition Plan
- Indicator 8A measures the percentage/count of toddlers with an IFSP exiting from Early On with timely transition planning for which a transition plan was developed within the IFSP at least 90 days and no more than nine months prior to the child’s third birthday, or any delay is due to a family-related reason. The expectation is that this timeline be met for all toddlers exiting Early On.
Indicator 8C: Timely Transition Conference
- Indicator 8C measures the percentage/count of toddlers with an IFSP who are potentially eligible for Part B preschool services and are exiting from Early On with timely transition planning for which a transition conference was held at least 90 days and no more than nine months before the child’s third birthday, or any delay is due to a family-related reason. The expectation is that this timeline be met for all toddlers potentially eligible for Part B preschool services when exiting Early On.
